How to Acquire Learner’s DL Using Faceless Services In Delhi

Delhi becomes the first place in the country to introduce a faceless service on August 11 to provide e-learner’s driving license test. AI-based facial recognition (feature mapping) technology helps to conduct learner’s licence tests and allows vehicle registration, permits, among 33 transport services. 

Since the launch of the faceless and online initiative, over 45,000 Delhiites reportedly got their driving licenses sitting at their homes through the faceless service, Transport Minister Kailash Gahlot said on September 29. 

He also mentioned that more than 92 percent of driving license-related applications and 80 percent of other requests were cleared under the faceless services of the transport department of the Delhi government since February. 

The e-learning licence facility was started on August 7 on a trial basis. A total of 57,755 applications were received till September 28 and over 78% of applicants of e-learning licence service successfully received their learner’s licence at their home, said the statement released by the department. 

What are the Delhi government’s Faceless Services and E-LL? 

  • Under the Delhi government’s faceless services, Delhiites can now apply for an online test for learners’ licence from the comforts of their homes. 
  • E-learning licence (E-LL) allows applicants to register on the transport department’s website and get an appointment to take the test online, limiting them to visit the RTO in-person for the test. It is valid up to six months from the date of issuance. 

A person who wishes to obtain an e-learner licence can log in to transport.delhi.gov.in> apply for required DL service> upload documents> payfeesonline> Aadhaar-based authentication> Aadhaar-based e-sign. 

Wait until the application is screened, documents are verified and approved by the motor licensing officers or motor vehicle inspector for further processing in the first phase of the application. 

The document applied for then will be dispatched to the applicant through speed post. 

The applicant can also download it using a link sent to him through an SMS on his registered mobile number. 

  • Any individual with an Aadhaar card can use these services. KYC (Know Your Customer) can be completed through Aadhaar authentication which is backed by an AI-infused face recognition technology with a feature mapping characteristic. It makes sure that a citizen can take their learner license test online. 
  • Those who do not have an Aadhaar card can also apply online. But in this case, they will require to upload documents, photos and signatures. 
  • People have to visit the RTO, however, for two services: getting licences and vehicle fitness certificates.
