Sharjah Ruler Issues Decree To Recognise ‘SCFA’ In The Emirate 

His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, issued Emiri Decree on 28 February 2022 regarding the reorganization of the Supreme Council for Family Affairs in the Emirate of Sharjah. 

The decree stated that the council shall have legal personality and full capacity to carry out the necessary legal actions to achieve its objectives and exercise its powers.  

It was stated also that it shall represent the central government of the emirate and have financial, administrative and technical independence. 

Objectives of the Council 

Working on, serving the family issues and raising the level of community development in the Emirate. 

Strengthening the status of the family and upgrading it, ensuring its stability and security, and contributing to empowering its members. 

Spreading awareness about the importance of maintaining the safety of children, protecting them from neglect, abuse and exploitation, and achieving social stability for them. 

Enhancing the role of culture and media to raise awareness of the family and society 

Improving health and social conditions through community-based initiatives. 

Powers of the Council 

Drawing general policies, setting strategic plans, programmes, and projects related to the work of the Council and presenting them to the Chairman to decide what he deems appropriate in their regard. 

 Suggesting legislation and regulations related to the work of the council and presenting them to the president to decide what he deems appropriate. 

 Work to expand the circle of community participation and find national mechanisms and means concerned with the family to exchange information and experiences, coordinate areas of joint work, and encourage voluntary work in this field to achieve qualitative integration. 

Participation in local, regional, and international conferences and meetings concerned with family and child issues. 

Conducting studies and research related to family and child affairs, analyzing the phenomena, problems, and challenges they face, and finding appropriate solutions to them. 

Launching and implementing charitable and humanitarian initiatives concerned with family and child affair 

Enhancing cooperation with organizations concerned with family affairs at the local, regional and international levels. 

Concluding contracts, agreements, memorandum of understanding, and partnerships after being approved by the Chairman. 

Seek the assistance of the competent authorities to obtain administrative and technical support, and he may seek the assistance of experts, consultants, and expert houses of expertise in everything related to his work, and cooperate with other authorities on issues that fall within his objectives 

Referring any of his competencies to one or more of his affiliates. 

Any other functions assigned to the council by the ruler or the president. 

The Council has the following specialized bodies and works under its supervision: 

The Family Development Department and its branches. 

The Department of Health Education and the specialized associations affiliated with it. 

Child safety management. 

Cultural and media office. 

The decree stipulated that the council would be chaired by Her Highness Sheikha Jawaher bint Muhammad Al Qasimi, the wife of His Highness the Ruler of Sharjah, assisted by a vice president and a general secretariat appointed by a decision of the president. 

Duties of the Council 

Drawing up the general policy of the council and approving the necessary strategic plans for the same. 

Studying and approving draft legislation related to the objectives and functions of the Council. 

Laying down the bylaws and regulations necessary to organize the work of the Council. 

Approval of contracts, agreements, memoranda of understanding and partnerships concluded by the Council. 

Approving the exchange of information and data related to the Council’s activity in a way that contributes to the field of social development locally and regionally. 

Forming permanent or temporary committees and defining their tasks, terms of reference and work system. 

Any other tasks consistent with the objectives and functions of the Council
